In order to improve the level of railway emergency management and guarantee the normal and safe operation of the railway, it is an important development direction to use information technology to establish a reasonable and effective railway emergency communication resource dispatching system. In recent years, China has applied the BeiDou satellite navigation system in multiple scenarios. Applying BeiDou to railway emergency communication, giving full play to the resource advantages of BeiDou, can guarantee the realization of comprehensive optimization of emergency communication. This paper analyses the current situation of railway emergency communication, investigates the existing emergency communication scheduling algorithm, designs an emergency communication resource scheduling algorithm, and then introduces the overall framework design and process of the Beidou-based emergency communication resource scheduling system.
