Abstract This paper details the processes and problems associated with airline operations control and irregular operations, and it identifies areas where operations research has made a contribution. It is based on research and interviews with several major carrier’s Operations Control Centers. Garuda Indonesia is chosen as one illustration, and the operations research and computer systems that are in use at Garuda are described. In addition, several recommendations are made where the Federal Aviation Administration can provide better air traffic control service to assist in flight operations. The ideas include more lenient rules for ground delay program slots, including slot sales, and new tools to make more efficient operational use of the national air space.
