Abstract Future wireless networks are envisioned to be heterogeneous with macro base stations (MBSs) and small cell base stations (SBSs) playing different roles through C/U plane separation [1–3]. The idea of C/U plane separation is to allow SBS users to maintain dual connectivity with both the MBS and SBS simultaneously, whereby the control and signaling traffic is handled by the MBS while the data traffic is served by the SBS [1]. The separation of control plane and user plane can improve mobile user experience [4, 5].
