Naval planners face a future rendered uncertain by competing priorities that result from competing visions of the international future at sea. To this must be added radical technological and legal change. Managing the consequent problems will require a holistic and considered maritime approach, effective selling of the sea, strategic patience, clarity in operational priorities and cost-effective acquisition and fleet management systems.
