This paper conducts a comprehensive quantitative analysis of China’s civil aviation safety policies, focusing on theme mining and theme evolution. By examining 116 policy documents released by the Civil Aviation Administration of China between 2016 and 2023, the study utilizes the TF-IDF algorithm for keyword extraction. This is complemented by co-occurrence network analysis to systematically delineate the evolving trends in civil aviation safety policy topics over time. The results show that keywords such as air traffic control, crews, aircraft, airports and flights always occupy an important position in China’s civil aviation safety policies. The policy theme has gradually shifted from technical training and safety management in the early days to the construction of airport facilities and the development of general aviation, and then to the focus on flight operation and runway management in recent years. Flight operation, as the core of civil aviation safety work, have always been threaded through the evolution of policy themes. This trend reflects the continuous efforts and deepening of China’s civil aviation safety policies to ensure flight safety and promote the efficient development of civil aviation.
