To enhance the safety and service level of port collector-distributor roads, this study proposes a multi-objective maintenance optimization model at the network level taking into account potential shipping cycle effects. The minimization of traffic accident costs, the maximization of pavement condition improvements, and the minimization of traffic delay costs are regarded as three model objectives while the uncertainty of pavement condition improvements is considered to enhance the reliability of model outcomes. In addition, this study designs the modified non-dominated sorting genetic algorithm II (NSGA-II) with a linear ranking selection and local search. Finally, one case study based on the Shanghai port collector-distributor road network is conducted to validate the effectiveness of the model. It is found that the modified NSGA-II could outperform the traditional NSGA-II. Another important finding is that an increase in the growth rate of container throughput during the trough period could reduce the maintenance frequency, though the proportion of road sections requiring maintenance operations is significantly higher during the peak period. This study is beneficial for traffic management authorities quickly to design an optimal maintenance strategy for port collector-distributor roads.
