The development of a complex data system involving many disciplines requires a strict control from the early phases of a project onwards, to ensure that all requirements are met within the technical and financial constraints. To exercise such control becomes more difficult when different institutes/organisations contribute to the system, the more so when they are of different nationalities. The data system for the Infra Red Astronomy Satellite (IRAS) is typically such a large, complex system involving a software effort of American, English and Dutch institutes, totalling over 150 manyears. This paper describes the End-to-End Data System approach used during the design and development phases of the project. It assesses its effectiveness in the light of 6 months operational experience and indicates where a further application of the principle probably would have been beneficial.
