Urban Traffic Control (UTC) systems have been introduced in many urban areas to reduce delay and congestion by the efficient co-ordination of signals. Such systems are now connected to over 50 % of all traffic signal and pedestrian crossing installations in the U.K. The most common system currently in use is TRANSYT, which operates on 'fixed time' plans calculated from historical traffic data. More recently, however, a new method of signal co-ordination called SCOOT has been developed, in which signal timings are adjusted in frequent small increments to match the latest traffic situation. This 'traffic responsive' system has been found to reduce delay by about 12 % compared to 'fixed time' systems and by up to 40 % compared to networks with no linking. Some 14 SCOOT systems have already been installed (or are in the advanced stages of planning) in the U.K. and the installation rate is likely to increase in the next few years as it becomes increasingly cost effective to control smaller networks with SCOOT.
