This paper will briefly cover the history of the Federal Communications Commission's regulation of automotive emissions in the radio spectrum; describe the FCC's general efforts to reduce technical regulation of radio, when that is practical under statutory responsibilities; and will suggest a few areas where it is expected that industry standards will replace standards imposed by the government. The general responsibilities of the Office of Science and Technology (OST) of the Federal Communications Commission are authorization of radio equipment, allocation of the spectrum for non-Federal Government use, and advising the Commission on technical matters. The Commission's autorities (1) are very broad, covering all types of radio devices and services as well as many aspects of common carrier telephone service. A principal task is to regulate radio frequency interference (RFI). However, the Commission for some years has been moving away from a strict regulatory approach in its actions.
