The present paper deals with a methodology for on-line short-term prediction of inflow volumes into urban freeways, which has been developed for the use in the urban freeway traffic control system in Tokyo. On-ramp closure and information display on variable message signs are two primary measures of control in the system. For a few reasons, some of the on-ramps are sometimes closed for half an hour in order to avoid excess congestion instead of being metered. Traffic condition prediction over the next 30 minutes period would be very helpful for selecting those on-ramps which have to be closed during that period in order to avoid over-reaction and haunting of control. There is a time-lag between the moment when the drivers see the variable message signs and the moment when they encounter the traffic congestion which was announced on the signs. This time-lag is one of the reasons why the accuracy of information deteriorates. For these reasons, short-term prediction of traffic conditions is inevitable if one wants to improve the control system, and the inflow volume prediction is essential to it as a basic input.
