The dynamics of an underwater maneuvering target are modeled in the horizontal ocean plane using both the Singer and Markov random forcing functions. Passive nonlinear time delay measurements of the range and bearing state variables are made by on-board and towed array sensing systems. This provides the inputs to the state estimator which generates filtered estimates of both target range and range rate. A modified method to obtain closed-form expressions for the measurement error statistics that replaces conventional extensive offline simulation procedures is presented. Test results are shown that validate the elimination of all extended Kalman filters in the measurement processing. This makes the passive tracking system very robust with respect to convergence characteristics in the presence of adverse target maneuvers.
