While in the recent years the protection for the persons inside the vehicles has been improved, other road users remain unprotected outside the passenger safety cell. In Europe, 6000 pedestrians and cyclists are killed every year as a result of collisions with vehicles. The number of injured and seriously injured amounts to more than 200 000 persons per year. After a detailed preparation, the European commission introduced the directive 2003/102/EC 'relating to the protection of pedestrians and other vulnerable road users before and in the event of a collision with a motor vehicle'. Pedestrians have no crumple zone, therefore the vehicles should absorb the impact energy in the future. Furthermore, the vehicle front must become 'soft' enough to protect the pedestrians from serious injuries. For the evaluation, several component tests were determined: The test forms emulate a lower leg, upper leg, child head and an adult head. These forms, so-called impactors, are shot onto the front end of the vehicle with a defined mass and at defined angles and velocities. Furthermore the directive will be implemented in two phases.
