Soviet forces include massive deception, maskirovka, tactics used at practically all levels of military planning. Prior to combat operations, it could be expected that deception would be used to mask any offensive planning or attempts to attack. Operational planning during combat operations calls for maskirovka to conceal the combat effort and continuously deceive the enemy. Deception measures include physical as well as electronic means. Large formal electronic deception plans would likely be prepared at the army level and higher. In turn, these plans would be implemented by subordinate divisions. The ongoing modernization of electronic communications, integrated and combined with constantly improving and expanding armored elements, means continued Soviet readiness for potential employment on any modern battlefield.
