The Tactical Missile Defense (TMD) program presents an extraordinary command, control, communications and intelligence (C3I) challenge because of the multinational, multiservice and multimeans environment in which it must operate. The four elements in the concept (passive defense, active defense, attack operations and C3I) must be synergistically balanced and interoperable to ensure the most effective and efficient response to the short-range ballistic missile (SRBM) threat. The objective of TMD C3I is to provide the facilities, equipment, procedures and personnel necessary to detect and locate the threat, to fuse and process data, to disseminate timely data and to aid decision makers.
