Requirements for new earth-to-orbit transportation systems are continuously being evaluated in light of projected long-term needs, and the availability and capability of existing systems. Next generation systems currently being studied include the unmanned Advanced Launch System (ALS) and the Advanced Manned Launch System (AMLS). A complementary approach to the development of a brand new system is the concept of evolving current systems. The projected life of the Space Shuttle fleet of 20 to 30 years suggests an aggressive evolutionary program which addresses issues of obsolescence and changing requirements. The evolutionary process must address Shuttle hardware, and Shuttle ground and flight operations, as well as the management structure and process. An overview of a potential Shuttle evolution strategy will be presented and discussed in terms of the long-term goals of increased reliability/safety, lower recurring costs, and increased operational capability and margins.
