The most important urban air pollution problem is photochemical smog. About 40 percent of smog-causing pollutants come from cars, trucks and buses. There are several approaches to reduce motor vehicle emissions. The 1990 amendments to the Clean Air Act establish a Clean-Fuel-Vehicle program that requires the sale of clean fuels such as electricity and the vehicles that can use them. This article addresses the question: will the introduction of electric vehicles (EVs) have a significant impact? Electric vehicles do not meet the California Zero Emission Vehicles (ZEVs) program, as with their use the emissions from one source (i.e., mobile source) would shift to another (i.e., stationary source). In the New England, that the elevation of ozone concentrations is mostly NOx limited, the use of EVs as clean fuel vehicles is not useful in reducing ambient ozone concentrations.
