This article deals with demurrage, a penalty levied by Railways for detention of wagons inside the plant. It gives an insight into history how Tata Steel improved wagon-handling efficiency under conditions of increasing traffic and tightening demurrage rules and rates. It reviews innovative changes and judicious investments over a period of time during various phases of modernisation. It traces the implementation of a masterplan with regard to wagon flows and material handling processes. Control of demurrage is an exercise in benchmarking turnaround time against permitted free time. This involves analysis of traffic streams and wagon-type flows in the system. Results are achieved through knowledge, creativity, planning, follow-up, and teamwork. Railways periodically change demurrage rules and rates thereby making demurrage control a never-ending challenge to operating ingenuity.
