The increased use of Remotely Piloted Aircraft Systems (RPAS) has prompted a discussion on how RPAS will be employed and what impacts their use will have on citizen's rights. In this chapter, we describe some of the issues with regard to RPAS policy in terms of the various relationships between citizens, the government, and private organizations (e.g., businesses) as they concern privacy. Policy can have important ramifications for the development of technology, safety, training, and selection – all Human Systems Integration issues. We examine and discuss some landmark court rulings that deal with property rights, airspace issues, and privacy expectations. We discuss the relationship between the US military and what constitutional and other regulations prescribe when and how the US military can operate within US borders. Finally, a methodology created by the University of North Dakota for reviewing RPAS policy and ethical issues is explained. Lessons learned and several case studies are presented that explain how that methodology was implemented. Policy issues with regard to RPAS are evolving and will continue to change as RPAS technology and use increase.
