Mobility as a Service (MaaS) has its place, but it will not take over entirely. Developers of MaaS service provision need to take this into account if they are to stand a chance of a successful business proposition. Certainly the European Commission, governments and local governments are keen to use MaaS to socially engineer a change in the way people travel. From the experience of recent and ongoing European MaaS projects and trials it is clear that the following issues are crucial enablers for MaaS to be able to succeed: trust, impartiality, cooperation, integration services, commercial agreements, solid governance model, and data protection. This chapter deals with problems likely to be encountered, and ways to overcome them. It describes obstacles to MaaS, that may be encountered, but there are no practicable solutions. The major enhancement that more recent MaaS projects have developed and evolved, is the role of the MaaS ‘broker’.
