Apr. 22: In determining reserve displacement value of deck erections, their location and height above waterline must be considered, the greater this height the less effective being their seaworthiness value; to vessel as whole; determinations of shear should not be left as at present as solely function of length of ship. July 7: From ship dynamics, laws are derived according to which seaworthiness is dependent upon freeboard; present freeboard regulations do not correspond to these important laws, and suggestions for new freeboard measurements are made; present measurement codes, however, are hindrance to this development, which can be adequately effected only by change in these regulations.
