A suspension cylinder is also arranged in the sampling cylinder and right below the dropper; and the bottom end part of the suspension cylinder is parallel to the water surface and can be immersed into the water surface. The buoy capable of ascending and descending under the buoyancy action of water is arranged in the sampling barrel, when the whole sampling barrel enters water, the buoy moves upwards and extrudes a rubber head of a dropper placed in the sampling barrel to exhaust air in the dropper, and when the buoyancy reaches the maximum, the buoy cannot continue to move, so that the dropper is prevented from falling off. And when the buoy is filled with water, the buoyancy is reduced and the rubber head is not extruded any more, a proper water sample is sucked.
