The invention belongs to the technical field of aircraft design, and particularly relates to a method and a device for determining the maximum weight of landing and re-flying of a transport plane, which are applied to a lower surface blowing flap power lift augmentation transport plane. The method comprises the following steps: S1, determining the thrust of an engine 8 seconds after a throttle lever is slowly pushed to the maximum position from the air; s2, determining a resistance coefficient generated by pitching moment balancing; s3, determining an engine jet efficiency factor; s4, determining a lower deflection angle of an axis relative to a fuselage axis after deflection of jet flow of the engine interfered by the flap; and S5, determining the maximum weight of landing and re-flying of the transport plane. According to the method, the maximum landing and re-flying weight of the lower surface blowing flap power high-lift transport plane can be rapidly and accurately calculated.
