PROBLEM TO BE SOLVED: To reduce a driver's anxiety when a self-driving mode is switched to a manual driving mode.SOLUTION: A driving mode changeover control device includes: a driver's state determination part that determines a driver's state on the basis of the sensing result of a sensor for detecting the driver's state; a steering temporary operation guidance output part that outputs guidance of a temporary operation of a steering wheel, in the case where it is determined that a self-driving mode is close to completion and where it is determined that the driver is in the state of being capable of returning to a manual driving: a steering temporary operation result acquisition part that acquires the result of the temporary operation of the steering wheel; and an instruction signal output part that outputs an instruction signal to a self-driving control device.
