The Moroccan Office of Port Operations (ODEP) requests that the US Trade and Development Program (TDP) provide a grant for a conceptual design study for constructing a second petroleum loading dock (Berth C dock) at the Mohammedia Port petroleum terminal. The definitional mission recommends that ODEP examine the less ambitious and expensive improvements to the petroleum terminal as a possible intermediate step before proceeding with construction of Berth C Dock. It does not believe that TDP support for the Berth C dock project is warranted, since it does not meet the following TDP criteria: ODEP, having completed its own feasibility study, requests support for a conceptual design study -- something TDP generally does not do; The amount of US business expected from construction of Berth C Dock is not sufficient to warrant the TDP support needed. US equipment manufacturers could probably compete well without TDP support.
