The U.S. Trade and Development Program (TDP) conducted a definitional mission to evaluate the potential of TDP funding for a study that would assist the Government of Bulgaria in its effort to develop the country's main Black Sea ports of Varna and Bourgas and to modernize its Danube River ports, especially the port of Rousse. The Ministry has ambitious expansion plans for the ports' bulk and container handling facilities. A study is required and requested to first determine the amount and composition of cargo that can be expected to use the ports in the future. Then a Master Plan is needed to bring all planned replacements, improvements and expansions into a coordinated phased implementation plan. The study should include the detailed planning for phased implementation of the proposed container terminals.
