In response to a request from the Government of Romania, the U.S. Trade and Development Program (TDP) contracted for a Definitional Mission to evaluate the prospects of TDP funding a study for the modernization and expansion of the Constanza port. There are several small ports on the Romanian coast of the Black Sea; however, none of these can approach the importance of Constanza which is the principal port of the country. The port has experienced a remarkable growth, and all estimates indicate an increase in the trend. This has necessitated a review of the port's current facilities with the objective of modernizing and expanding the port to meet new demands. A review of the port facilities and its operations indicated a number of areas where significant improvements are necessary.
