The report summarizes the results of a traffic circulation study of National Airport in Washington, D.C. The report discusses five main tasks of the adopted systematic procedure for analyzing and evaluating circulation plans: identification of an evaluation framework, development of an analyses methodology, problem definition, synthesis of alternative circulation plans, and testing and evaluation of alternatives. A recommended traffic circulation plan was identified as a viable framework for improving access/egress service to users of National Airport. (BPR abstract)
