In recent years, China’s major cities began to enter the “era of subway” where new urban public transport systems were developed whose backbone is rail transit, mainstay is common transit, and supplement is individual traffic. This paper designs a non-standard assignment model to study the transfer condition between common transit and rail transit. With the help of this model, transfer condition between them will be improved, and public transport system can better play its role. In this model, the reasonable matching between bus stops and station entrances is a key design consideration related to the transfer time of passengers. The congestion of station entrance is another factor. Finally, the model is tested and verified on the Yongningmen station of Xi’an Metro line 2 and surrounding bus lines. The result of optimization tool Lingo proves the feasibility of the model.
