Simple case of field free space is considered and nature of specific energy and power limitations, their effect upon relation between payload "cost" and desired mission; results illustrate problems involved and serve as guide for real problems of flight in gravitational field; it is shown that nature of mission and characteristics of propulsion plant determine values for mass ratio and exhaust velocity which lead to maximum payload.
