Development gained in atmospheric turbulence analysis has been applied to LO-LOCAT (Low Level Critical Air Turbulence) Program, which is part of turbulence program ALLCAT sponsored by U S Air Force; objective of ALLCAT is to define complete model of atmospheric turbulence through combined efforts of military and private industry as follows -- TOLCAT 0 to 250 ft, LO-LOCAT 250 to 1000 ft, LOCAT 1000 to 20,000 ft, MEDCAT 20,000 to 40,000 ft, HICAT 40,000 to 70,000 ft, and HI-HICAT 70,000 to 200,000 ft altitudes.
