The invention discloses an energy absorbing device at the front end of a rail vehicle. The energy absorbing device comprises an anti-climbing plate on which a plurality of anti-climbing teeth are transversely formed, a first energy absorbing part and a second energy absorbing part, wherein the first energy absorbing part comprises a first energy absorbing device, a first guide rod and a first mounting plate; one end of the first energy absorbing device is connected to the anti-climbing plate and the other end of the first energy absorbing device is connected to the first mounting plate; one end of the first guide rod is fixedly mounted on the anti-climbing plate, and the other end of the first guide rod penetrates through the first mounting plate to be connected with the first mounting plate in a sliding manner; the second energy absorbing part comprises a second energy absorbing device, a second guide rod and a second mounting plate; one end of the second energy absorbing device is connected to the first mounting plate, and the other end of the second energy absorbing device is connected to the second mounting plate; one end of the second guide rod is fixedly mounted on the first mounting plate, and the other end of the second guide rod penetrates through the second mounting plate to be connected with the second mounting plate in a sliding manner. Through the adoption of separated two-stage energy absorption, the energy absorbing device has the characteristics that the energy absorbing distance is long, the energy absorbing amount is large, and the replacement is convenient. The invention further discloses a rail vehicle.
