The circuit board is installed on the rotating shaft and rotates synchronously with the rotating shaft. The device is advantaged in that the bracket and the interior of the buoy are not fixed, and the circuit board is driven by the rotating shaft to rotate and the bracket is driven by the driving wheel to linearly move, so when the buoy body rocks, the circuit board is subjected to motion compensation by moving the bracket and rotating the rotating shaft, and thereby in the surging direction and the pitching direction perpendicular to the surging direction, that the circuit board and the tag body are separated in movement but have the same displacement so that collision between the circuit board and the shell is prevented is guaranteed.
