The invention relates to a water surface aircraft in-out water load test device and test method. The water surface aircraft in-out water load test device comprises a water surface aircraft model; a water tank for accommodating water; the wave maker is used for making water in the water tank form waves; the driving end of the vertical driving mechanism is linked with the water surface aircraft model; the driving end of the horizontal driving mechanism is linked with the vertical driving mechanism; the force measuring mechanism is used for acquiring load data of the water surface aircraft model; a data acquisition system; the vertical driving mechanism is matched with the horizontal driving mechanism so as to drive the water surface aircraft to simulate the process of entering water and/or sliding in water and/or taking off from water in the water tank, and the data acquisition system is used for acquiring simulation test data. The water surface aircraft in-out water load test device can simulate in-water, in-water sliding and out-of-water take-off processes in different wave environments.
