The invention discloses an underwater operation assembly and an underwater vehicle with operation capability, and belongs to the technical field of underwater vehicles. The operation assembly comprises an adjusting control device and a gripper device, the adjusting control device is composed of two adjusting control units, and each adjusting control unit comprises a motor, a driving synchronous wheel, a synchronous belt, a fixed support and an idle wheel. The driving synchronous wheel is parallel to the axis of the idle wheel, the motor drives the driving synchronous wheel to rotate, the synchronous belt is wound on the motor to form a rotating belt, and the fixed support is installed on the synchronous belt. The gripper device comprises a left gripper, a right gripper, a first connecting pin and a second connecting pin, and the left gripper and the right gripper are connected to the fixed support through the first connecting pin and connected through the second connecting pin to form a shear-shaped clamp structure. 360-degree circumferential movement and grabbing of the grabbing hand are achieved, the underwater vehicle is not changed as a whole, the grabbing range is widened, and disturbance caused by overall movement is reduced.
