A system includes an occupant detection module configured to identify an occupancy condition when an occupant is seated on a vehicle seat and an unoccupancy condition when the vehicle seat is free of the occupant. The system also includes a buckle sensor configured to identify a buckling time when the latch plate is initially secured to the buckle. The seatbelt wearing condition module is configured to identify the occupancy condition based on the occupant detection module identifying the occupancy condition before a buckling moment, at a buckling moment and after buckling regardless of whether the occupant detection module detects the occupancy condition at the buckling moment or an unoccupied condition at the buckling moment.
