The invention discloses a road surface obstacle removal priority determination method and device, and relates to the technical field of information, and the method comprises the steps: obtaining a road surface region image collected in real time; if a detection target exists in the road surface area image, generating a virtual detection line on a lane where the detection target is located, and detecting an average vehicle speed and a vehicle flow passing through the virtual detection line; if it is determined that the detection target has an influence on traffic according to the average vehicle speed and the traffic flow, determining that the detection target is an obstacle, and determining a road congestion degree, a vehicle deceleration degree and a vehicle bypassing degree caused by the obstacle according to the average vehicle speed and the traffic flow; and determining a clearing priority corresponding to the obstacle according to the road congestion degree, the vehicle deceleration degree and the vehicle bypassing degree. According to the invention, the obstacle removing sequence can be accurately determined.
