The passage of vehicles to a controlled location 303,304 is controlled by establishing a desired arrival rate of vehicles at the location and monitoring vehicle flow on an intermediate stage in a road network 315 leading to it. When the monitoring indicates that the desired rate is likely to be exceeded, messages are sent to divert 307,308 some of said vehicles (e.g. to waypoints or parking facilities 305,306) whereby to delay their progress to the location and a virtual vehicle queue is established, with places in the queue for the diverted vehicles. Diverted vehicles are allowed to proceed to the location according to their place in the queue and traffic capacity estimates for the location. Progress or release messages may be sent to vehicles according to a schedule computed from prevailing traffic conditions. Thus dynamic road diversion combined with a virtual queue reduces the implications of a physical queue (e.g. congestion, pollution) and is applicable to commercial traffic approaching a seaport or airport.
