The passage of vehicles to a controlled location 303,304 is controlled by monitoring a flow of vehicles on a road network 315 leading to the location; diverting 307,308 some of said vehicles (e.g. to one or more waypoints or parking facilities 305,306) whereby to delay their progress to the location; and establishing a virtual vehicle queue including places in the queue for vehicles thus diverted. Progress or release messages may be sent to vehicles in accordance with a schedule indicated by the virtual queue and a desired arrivals rate at the destination. Thus dynamic road diversion combined with a virtual queue reduces the implications of a physical queue (e.g. congestion, pollution) and is applicable to commercial traffic approaching a seaport or airport.
