To provide a safety management system which can be easily formed in an existing flying body, the safety management system preventing an illegal use, accidents, reselling, or stealing, for example.SOLUTION: The present invention relates to a management server for making an authentication to approve or prohibit flying of a flying body, which includes: a route information storage unit for storing registration route information showing a registered schedule of an autonomous flight of the flying body and identification information, in relation to identification information on an operator of the flying body; authentication reception means for receiving an input of input identification information; and route authentication means for causing an authentication to approve or prohibit the autonomous flight of the flying body based on the identification information of the operator related to the registration route information and the input identification information.SELECTED DRAWING: Figure 1
