To provide a vehicle controller, a vehicle control method, and a program capable of allowing a vehicle to autonomously cruise to smoothly pass an annular intersection.SOLUTION: A vehicle controller includes a recognition unit that, when a first vehicle enters an annular intersection, recognizes a cruising trajectory taken by a second vehicle, which has entered the annular intersection, after the second vehicle enters the annular intersection, an action estimation unit that estimates an action performed by the second vehicle until the second vehicle exits the annular intersection, and a trajectory production unit that produces a cruising trajectory, which contains a speed component and along which the first vehicle enters the annular intersection, on the basis of a result of estimation of the action of the second vehicle estimated by the action estimation block.SELECTED DRAWING: Figure 2
