Reasonable standard of highway speed limit directly affects both on safety and efficiency. In order to improve traffic efficiency on the premise of ensuring safety, a method proposed for adjusting highway speed limit based on operating characteristics, traffic safety and traffic efficiency. A national highway is taken as an example to demonstrate the feasibility of the speed limit adjustment method. The results show that the proportion of high-risk road sections is reduced from 21.88% to 11.70% after adjusting the speed limit scheme, and the acceptable risk exceeds 85%. This method can provide reference for the decision-making of speed limit adjustment of key road sections in highway operation stage.
