The invention discloses a method for preparing silicon dioxide with poly (conjugated diene) grafted on the surface and a poly (conjugated diene) elastomer filled with silicon dioxide filler. The method comprises the following steps: uniformly mixing an initiator, a ligand, a metal catalyst, a conjugated diene monomer and a solvent, optionally adding a reducing agent, and carrying out atom transfer radical polymerization, the poly conjugated diene elastomer filled with the silicon dioxide filler has the characteristics of low heat generation, low-temperature performance and excellent mechanical performance, and can be used for high-performance winter tires.
