A method and apparatus for controlling a pedestrian crossing includes a kerbside RADAR detector, possibly FMCW, arranged to detect the presence of pedestrians in a waiting area. A crossing controller is connected to receive signals from the RADAR detector and to control generation of a safe-to-cross signal. The volume (and hence number) of pedestrians in the waiting area is estimated depending on the number of detections in each FFT range bin in conjunction with the relative amplitude (42, fig.4) of the bins as compared to a threshold (46, fig.4). The threshold may be dynamically calculated with an average (44, fig.4) weighted to more recent data which would mitigate against the detection of street furniture and changes in the weather. Hysteresis and sample and hold techniques may be used to smooth the transitions between occupancy levels in the bins. Detections that determine a large number of pedestrians may result in a reduction of the vehicle phase whilst a low number of waiting pedestrians may increase the inter-green period.
