To detect an accurate location of failure generation when such a failure as an earth fault or a short circuit is generating in a direct-curent electric railway.SOLUTION: A sending voltage of a transformer station and one of the feeding current and the rail potential of a wiring are acquired. Subsequently, the distance between the transformer station to the failure point is derived using the measured value of one of the feeding current and the rail potential obtained at two or more different measurement times by a calculation formula of estimating the change with time of a failure current at the time of failure generation. After that, processing of giving a notice of the distance to the derived failure point is performed.SELECTED DRAWING: Figure 1
